What it is
Typographic quotation marks and their relatives: the curved opening and closing forms, the low forms German uses, and the angled guillemets of French and several other languages.
Where it comes from
From word processors, which convert straight quotes as you type, and from any well-set web page.
When it belongs
Almost always. These are correct typography, not artifacts, and TraceFree PRO keeps them by default.
They become a problem only where a program expects the straight ASCII forms — in source code, in a shell command, in a CSV field. For that case the strict preset normalises them, and it is off unless you ask for it.

Context guards can only ever make a cleanup gentler, never sharper. A rule saying “always remove” does not override them.
How to remove it
